Prevention Coalition Coordinator and

Technology and Database Implementation Manager


Prevention Coalition Coordinator


Responsible for ensuring that the goals and objectives of the Northampton Prevention Coalition are fulfilled. The overarching mission of the Coalition is to strategically initiate, coordinate, and sustain prevention and intervention efforts that reduce youth substance use and abuse. The Coordinator oversees all operations of the Coalition, including member recruitment, grant administration, fund-raising, public relations and project implementation. The Coordinator is responsible for continually building and sustaining the Coalition, and is responsible for ensuring that funders’ goals and objectives are fulfilled, including fiscal and record keeping functions as well as verbal or written reports.

ESSENTIAL FUNCTIONS

  • Develop and implement strategic planning for coalition, including a strategic plan;

  • Build coalition capacity to implement strategic plan;

  • Development of plan for coalition sustainability, including fundraising and grant writing;

  • Ensure on-going communication with coalition partners, including coordination and facilitation of committees, meetings and forums.

  • Integrate the Strategic Prevention Framework of SAMHSA into work of the Coalition;

  • Attend mandatory and other necessary meetings as required by the City of Northampton and funders.

  • Work with coalition members to plan, implement and evaluate proven environmental strategies aimed at reducing youth substance use and abuse.

  • Develop and maintain relationships with local stakeholders, including the Board of Health, law enforcement, schools, higher education, local businesses, faith communities, parent groups, youth groups and health/human services agencies.

  • Coordinate coalition social norms marketing programs aimed at changing behaviors in target audiences (training provided). Including development and administration of survey instruments, analysis of data, development of messages in consultation with graphic designers, implementation of media campaign.

  • Demonstrates awareness of district-community needs and initiates activities to meet those identified needs.

  • Demonstrates the use of appropriate and effective techniques for community and parent involvement.

  • Uses information provided through assessment instruments, the district appraisal process, and evaluative feedback from supervisors to improve performance.


Technology and Implementation Database Manager


The Technology & Implementation database manager (TIM) position will be located within the office of the Northampton Health Department (NHD) for the City of Northampton with support from the IT Department. Job responsibilities and tasks will be based out of the Northampton Health Department office, but will be a shared position with database deliverables supported throughout Western, MA. The counties to be served with the Northampton Health Information Exchange (HIE) include Hampshire, Berkshire, Franklin/North Quabbin, and Hampden in the Region. This position will require regular travel throughout Western, MA and Boston on occasion. The TIM will possess superior technology and data security skills as well as familiarity with health information and HIPPA compliance, strong communications and collaboration skills and have a minimum of 2-5 years working with databases, protocol development and role based permission level access to shared health data sources

ESSENTIAL FUNCTIONS

  • Oversees a regional database project including an expansion, collaborate with engineers on deliverables, functionality, benchmarks and timelines.

  • Administrating/oversight of a variety of database systems, such as Microsoft SQL Server, other database management systems (DBMS), public website dashboarding and administrative management, ensuring optimal operations.

  • Works along with NHD, Northampton IT on DMZ (subnetworks) security features and compliance, software or applications; oversees any external storage drives.

  • Implements, coordinates and supports the City’s online licensing, asset tracking and work orders.

  • Maintain and provide user support for all aspects of NHD and HIE website and online presence.

  • Support users in including establishing and modifying permissions and roles.

  • Perform software, hardware and system upgrades and updates.

  • Perform similar or related work as required in the TIM role.

  • Develop and enforce database administration SQL and user standards and procedures; audits, modifies, amends data in systems using SQL commands and database replication between multiple SQL Servers and for remote sites.

  • Using ArcGIS mapping skills, VUE. js or.net, C# (mapping), programing language for front and back end design and basic program modifications or developer suggestions.

  • Backup recovery collaboration with IT Department database and transaction log backups, notifications. Maintains security and integrity controls.

  • Formulate and monitor policies, procedures, and standards relating to database management. Develop stored procedures and/or triggers.

  • Review technical designs, reports, documentation, and other materials produced by staff; creates and maintains high-level reporting systems using products.

  • Conduct performance tuning of indexes of databases, regularly review database design and integration of systems and suggest expansions. Make recommendations regarding enhancements and/or improvements and creative development.

  • Securing datasets, Memorandums of Understanding, Business Associations Agreements, Data Share agreements, and contracts, IRB applications.

  • Experience with HIPPA/HIPPA compliant server systems. FTP/API experience.

  • Ability to assist epidemiologist and various researchers or agencies.
